U.S.VETS — Long Beach is located at the Villages at Cabrillo, 27 acres of the former Cabrillo/Savannah Naval housing. U.S.VETS — Long Beach offers supportive services including transitional housing, permanent housing, employment, and housing services. We also feature the ADVANCE Women’s Program designed specifically for female veterans and their children, the largest women’s veteran program in the country. The site serves more than 800 veterans daily.

eligibility for these programs requires that veterans have a disability and are low-income. Additionally, for our CHAMPS program, veterans must also be chronically homeless. I’ve included a short matrix below for all three programs. We are hoping to raise awareness about these programs, so we can better support those in need within our community.
Permanent Housing for Disabled Veterans (PHD)/(HUD Program)
Permanent Housing for the Disabled provides permanent supportive housing to homeless and disabled male and female veterans. The clients served are literally and/or chronically homeless veterans, who suffer from multiple, chronic disabilities that stand as significant barriers to self-sufficiency. Permanent Housing for the Disabled program provides a stable living environment in which the veteran can achieve a level of stability, which will allow them to reach their highest level of functioning. Program participants each have his/her own bedroom located in a suite unit equipped with a shared kitchen and bathroom area. All the suites are handicap accessible. The veteran’s rental portion is 30% of his income and the balance is paid by the leasing funding in the grant.
- PHD clients are assigned a case manager and mandated to meet with that CM monthly unless intensive case.
- This program can assist with other funding for Food, Hygiene, Furniture, and Cleaning Supplies.

Shelter Plus Care (SPC)/(HUD Program)
Shelter Plus Care provides permanent supportive housing to homeless and disabled veterans. The clients served are literally and/or chronically homeless veterans, who suffer from multiple, chronic disabilities that stand as significant barriers to self-sufficiency. Shelter Plus Care provides a stable living environment in which the veteran can achieve a level of stability, which will allow them to reach their highest level of functioning. Program participants each have his/her own bedroom located in a suite unit equipped with a shared kitchen and bathroom area. All suites are handicap accessible. The veteran’s rental portion is 30% of his income and the balance is paid by the leasing funding in the grant.

Champs Program Overview/(HUD Program):
CHAMPS is comprised of 10 units in the Long Beach Community. There are 8 one-bedroom units and 2 two-bedroom units.
The veteran is the head of the household and can have his family with him in this program. The client has assistance with the following supportive services, food, hygiene, cleaning supplies and other necessities. The rental portion for the veteran is 30% of their income. A case manager is assigned through this grant to oversee the clients in this program. Doing move-ins and move-outs. Furnishing and turning units.
Champs Criteria :
Detailed criteria description for the CHAMPS program although it’s still basic however, the chronic homeless status is an important criteria factor:
The chronic homeless definition is the Veteran either must have a verifiable homeless history that reflects being homeless for 12 consecutive months or equivalent to 12 months total within a 3-year consecutive period.
- Chronically homeless: Men’s/Women’s Transitional housing qualifies as chronically homeless.
- If a veteran was not considered chronically homeless prior to TH, the veteran does not qualify for CHAMPS.
- Able to live independently. (Currently do not have ADA units)
- Income not to exceed 40% of the AMI in the Long Beach Area. AMI Chart
